For the swimming pool industry this is usually a balance tank. These require annual cleaning and maintenance.

Can anyone enter a confined space?

No! Only suitable qualified staff can enter a confined space and only after a risk assessment and safe system of work has been produced. All Signature Pools staff are trained in confined space entry.
